In general, such an editor is the best tool for the job. But there are situations where you would like to program a picture instead of drawing it by hand. For example, when there is a lot of repetition in a (big) picture or when you want to generate your picture depending on some input. Functional Metapost is a combinator library in Haskell that allows you to program pictures for LaTeX.
